This Algorithm is a turn-by-turn algo, based on 5 things: LOCATION, MILITARY STRENGTH, GOVERNMENT OFFENSIVE/DEFENSIVE, and TERRAIN
LOCATION[]
+5 if fighting in home territory
-1 if fighting in neighboring territory
-2 if fighting overseas
-5 if fighting more than 3 Tokyos away from your territory
MILITARY STRENGTH[]
+5 for 5,000 or more troops
+4 for 4,000 troops
+3 for 3,000 troops
+2 for 2,000 troops
+1 for 1,000
+0 for less than 1,000 but more than 500
-5 for less than 500 troops
GOVERNMENT[]
+3 for Shogunate
+2 for Domain
+1 for Clan
+0 for Ronin/Independent
-3 for Foreign (non-Japanese) invaders
OFFENSIVE/DEFENSIVE[]
+5 for defending
+4 for invading neutral territories
+3 for invading Clans
+2 for invading Domains

I did sign up as Republic of Florida, but Dutch is planning to take an invasion from me in 1870.5. So I think they are too strong and have to surrender that.
